Cannot start IIS Transform Manager Host.exe (Windows Server 2008 R2)

I have some trouble installing Transform Manager (TM) V1.1 (64 bit) on Windows Server 2008 R2. I have installed the TransformManager_amd64.msi package as Administrator on 4 Windows Server 2008 R2 machines:

1) Virtual machine under (VMWare) VMPlayer on my Windows 7 laptop

2) Freshly configured virtual machine (VM) on Windows Azure

3) Virtual Machine (VM) on Windows Azure

4) Windows Server 2008 R2 Native Server (HP ProLiant 360)

(5) Windows Server 2012 Virtual machine (VM) from Windows Azure - this was just for reference)

On machines 1) and 2) and 5) installation was without any problems: install IIS server role, install Application Server role (on machine 2)) to have .NET

Framework 3.5.1 installed, run the TransformManager_amd64.msi, create a new user, open IIS Manager, create credential for Transform Manager, start the Transform manager and that was it.

On the machines 3) and 4) I could not get the Transform Manager Host.exe running, after the installation went through without error messages. I tried to start it from the IIS Manager Console as well as from cmd with net start iistmhost). When started from the IIS Manager I got the following message after some time: "There was an error while performing this opertion. Details: Time out has expired and the operation has not been completed."

When started from cmd (as Administrator) I got very quickly:

"The IIS Transform Manager Host service is starting. The IIS Transform Manager Host service could not be started.

The service did not report an error.

More help is available by typing NET HELPMSG 3534."

There is always a log file written with the current date and time in the file name to \ProgramData\Microsoft\IIS\TransformManager but it contains no entry (0 bytes long).

I tried quite a lot to get the TransformManagerhost.exe running on 3) and 4), but with no success:

1) Checking the installation: (\ProgramFiles, \ProgramFiles (x86), \ProgramData\Microsoft\IIS\TransformManager, \Windows\System32\inetsrv\config\schema) The same on all servers, except the server 3) (and mayby 4)): here the IISTransformManager_schema.xml was missing on C:\Windows\System32\inetsrv\config\schema. I installed (copied) it manually from another server. Could this be an indicator for installation problems?

2) Checking and adjusting user credentials for the TM. Tried the server administrator as well as user accounts where I have checked all rights that are necessary (according to the Configuration guidelines athttp://technet.microsoft.com/en-US/library/ff730170.aspx). Checked with Local Security Policy Manager --> Local Policy --> User Rights Assigment

a) Generate security audits

b) Impersonate a client after authentication

c) Log on as a batch job

d) Log on as a service

e) checked if User name in TM credentials is written with .\<username> or <hostname>\<username>

3) Checking the LogOn in NT-Services --> IIS TransformManager Host Service --> Properties. Set the logon to the Server Administrator as well as to the User with the above credentials and rights. Always get the message

"The IIS Transform Manager Host service on <machine name> started and then stopped. Some services stop automatically if they are not in use by another services or programs."

4) Checking whether the TM user can reach and get access to all directories needed

a) \ProgramData\Microsoft\IIS\TransformManager

b) \Windows\system32\inetsrv\Tasks

c) \Windows\System32\inetsrv\config\schema

5) Firewall and Port issues

a) switched all Firewalls (Domain, Public, Private) off

b) changed the port numbers in the \Program Files\IIS\Transform Manager\TransformManagerHost.exe.config from 59999 to 59899

6) Checking the Configuration of the TM in the \ProgramData\Microsoft\IIS\TransformManager\Configuration directory

a) set all tags <job enabled> to "false"

b) adjust all watchfolder paths that they contain a dot "." e.g. ".xml"

c) subsequently delete all JobDefinitions, then all JobTemplates, then all Job Schedulers, then all TaskDefinitions, finally all Presets (this was to ensure that configuration is not the problem)

7) Checking .NET versions All server contained the v2.0.50727, v3.0, v3.5 .Net version in their \Framework and \Framework64 directories. Server 3) and 4) also contained v4.0.30319 on their \Framework and \Framework64 directories (could this version cause the trouble?). On server 3) there was the .NET 4.5 Multitarget Pack and the .NET 4.5.1 Preview also installed.

8) Checking System variables (path etc.) all settings were nearly the same on all servers, they all have a %ProgramData directory etc.

9) Checking machine.config There was a forum thread where a connection string to SQL Express was missing or out-commented in the machine.config - this has been checked.

10) Finally I tried to add some roles or other software that maybe is missing or contains missing parts on the server 3)

a) Expression Encoder (free version)

b) SQL Server Express Edition

All trials were without any success or results. There was no entry in the TransformManager log even after setting the log level to "verbose". I'm running out of ideas what could be wrong with these installations. I think I have tried all cases that I have found in forums, blogs or documentation.

Installing Transform Manager only on freshly installed Windows 2008 R2 servers is not an option of me.

If you need more data, logs or settings, please let me know. Appreciate your help.
